The vast majority Dominion’s transmission lines are constructed on specified width rights of way (easements).  By terms of the easement, Dominion can control activity and encroachment within the transmission right of way, but we have no control over what occurs outside of the right of way.  We do design all lines to meet NESC (National Electrical Safety Code) clearance to obstructions (buildings, towers, etc.) which could be constructed immediately adjacent to the right of way edge.  We do this because we cannot control the installation of such structures outside of the easement. 

 

While the majority of lines are on easements, some transmission lines are constructed adjacent to or on highway and railroad right of way.   In such cases, we utilize the second party right of way by permit and are subject to the second party’s control of this right of way.
