Summary of Employee Benefits

I.                    N. C. Retirement System

Participation in the State Retirement system is mandatory for all full time employees with a required contribution from the employee of 6.0%.  The Town also contributes to the retirement pool on an actuarial basis as defined by the NC Retirement System each Fiscal Year.  A $20,000 life insurance benefit is effective after the employee has been enrolled 1 year.  Employees are vested in the system after 5 years of continuous service.

II.                 401(k) Contribution

The Town contributes 3% to the 401k plan.  The employee may make additional voluntary contributions.

III.               Group Health/Dental Insurance

The Town pays 100% of all Employee only health & dental insurance and approximately 85% of Employee/Child or Family coverage.  The employee is required to fund the remaining 15%.  The current employee semi-monthly contribution rates are as follows:  Employee/Child(ren) $40.12, Employee/Spouse $47.99, Family $60.22. Included is an annual wellness benefit of $250/participant as well as a Prescription Drug Card Tier Plan with a $5, $20 or $40 co-pay. 

IV.              Life Insurance

The Town provides term life insurance for department heads in the amount of $20,000 and for all other full-time employees in the amount of $10,000.

V.                 Supplemental insurance

Employees are eligible through payroll deduction to purchase supplemental insurance including cancer, term and whole life insurance,

short-term disability, and intensive care policies.

VI.              Holidays

The Town observes the following holidays:  New Year’s Day, President’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, General Election Day, Veteran’s Day, Thanksgiving (two days), and Christmas (three days).

VII.            Vacation

Employees earn a day of vacation leave with each month of employment.  This amount is increased with each five years of service to the Town. (maximum vacation accrual is 36 days)

VIII.         Sick Leave

Employees earn a day of sick leave with each month of employment. 

IX.              Career Development

The Town offers a career development program for regular town employees with at least four years of satisfactory service with the town.  The program has required educational and community services components and provides up to a 10% maximum pay incentive.  (Department Heads and Deputy Department Heads are not currently eligible for this program.)

X.                 Computer Loan Program

The Town provides a computer loan program for all non-probationary full-time employees which allows them to borrow up to $3,000 interest free for the purchase of computer equipment.  The amount is repaid through payroll deduction over a period of up to three years. 

XI.              Medical/Dependant, Insurance Premiums Flex Program

Employees are eligible to participate in Medical and Dependant Care Flex withholding plans for the use of pretax dollars for medical and/or dependant care. Some insurance premiums are also eligible to be deducted on a pre-tax basis.

XII.            Merit Increases

Employees are eligible for merit increases on an annual basis at the end of their probationary period.  Additionally, cost of living increases are determined annually by the Board of Commissioners during the budget process.

XIII.         Uniforms

The Town provides all necessary uniforms including shoes and foul weather gear. 

XIV.         Employee Incentive Program

The Town offers an incentive program to reward employees for suggestions which increase productivity and/or cut costs without sacrificing service.  Awards range from $25 to 10% of the first year’s savings.

XV.           Longevity

Employees are compensated for continuous service with the Town based on their salaries at their anniversary dates.  Employees receive 2% at five years of service and each year thereafter, increased to 4% at ten years, 6% at fifteen years, and 7% at twenty years.

XVI.         On-site Fitness Facility

The Town offers an on-site fitness facility for use by employees and their spouses.  Equipment includes a universal weight system, treadmills, stairclimbers, upright and recumbent bikes, and an elliptical machine.

Sworn Law Enforcement Officers have the following additional or alternative benefits:

I.                    Law Enforcement Officer’s Special Separation Allowance

The Town provides additional retirement benefits to qualified sworn law enforcement officers as required by the North Carolina General Assembly.

II.                 401(K) Contributions

The town contributes 5% for Law Enforcement Officers as mandated by the General Assembly.

III.               Uniforms

The Town provides all necessary uniforms including shoes and foul weather gear.  In addition, detectives receive a clothing allowance of $600.00.
